Greece's budget recorded a primary surplus of 5.331 billion euros in the ten months to October 2017, compared with a primary surplus of 4.859 billion euros in the same period last year versus a target of 2.752 billion euros, according to finance ministry data on Friday.

According to the data, the period January-October 2017, saw a general government surplus of 145 million euros against a deficit of 342 million euros in the corresponding 2016 period and a deficit target of 2,434 billion euros (included in the draft budget report 2018) for the corresponding period of 2017.

Ordinary budget net revenues amounted to 39,243 million euros, 325 million euros or 0.8 percent, higher than the target of 2018 budget.

Particularly, between January and October 2017, there was an increase against the target mainly in the following revenue categories:

a) Personal Income Tax (PIT) by 34 million euros or 0.5 pct,

b) Property Taxes by 35 million euros or 1.5 pct,

c) Direct Tax Arrears by 53 million euros or 3.2 pct,

d) Other direct taxes by 23 million euros or 1.3 pct,

e) VAT other by 41 million euros or 0.4 pct,

f) Other consumption taxes by 29 million euros or 10.9 pct,

g) Other Non-Tax Revenue by 46 million euros or 1.3 pct.

During the same period there was an underperformance against the target in other excise taxes (tobacco, etc) by 14 million euros or 0.6 percent. Tax refunds (excluding those from the arrears clearance program) amounted to 4,493 million euros, increased against the 2018 budget target (4,492 million euros) by 1 million euros. PIB revenues amounted to 1,329 million euros, increased against the target of 2018 Budget by 1 million euros.

Particularly in October 2017, the state budget net revenues amounted to 4,545 million euros, 326 million euros higher than the monthly target of 2018 Budget. Ordinary budget net revenues amounted to 4,487 million euros, 325 million euros higher than the monthly target.

Tax refunds (excluding those from the arrears clearance program) for the period of October 2017 amounted to 416 million euros, increased against the monthly target of 2018 Budget (415 million euros) by 1 million euros. PIB revenues for the period of October 2017 amounted to 58 million euros, increased against the target by 1 million euros.
