The Institutions seem to agree that the primary surplus of the government budget will reach 2.8% of GPD, rather than 1.75% that is the target, and thus that there will be an over-surplus of 1% of GDP, i.e. around 1.75 billion euros, according to a Greek government economic official participating in the negotiations with the Institutions. The same source claims that the Institutions agree with the estimation of the preliminary budget draft that the primary surplus will reach 3.5% of GDP in 2018.

The Institutions will return to Greece in the last week of November, however talks will continue in the meantime through teleconferences.
